DR. NATHAN KAREMA
CHAIRMAN | COUNCIL
Dr. Karema Nathan is the Chairman of the University Council of Uganda Pentecostal University (UPU), providing strategic leadership and governance oversight in line with the University’s mission and Pentecostal Christian values.
He is an experienced public administrator, educator, and researcher, with service in senior government positions under the Office of the President, including District Commissioner and Assistant District Commissioner. He has also worked internationally as an Assistant Researcher with the Health Promotion Association of Professionals (UK) and as a Part-Time Counsellor with the UK Home Office.
Dr. Karema began his career as a licensed teacher in Ankole District and is a published author of Diabusing Sexuality: The End of the Family? Through his leadership, he continues to contribute to the growth, integrity, and strategic direction of Uganda Pentecostal University.

MR. PATRICK J. MWESIGE
CHAIRMAN | FINANCE COMMITTEE
Mr. Patrick J. Mwesige is a Member of Council of Uganda Pentecostal University and serves as Chairperson of the Finance Committee in accordance with the Council governance structures. In this capacity, he provides oversight and guidance on the financial affairs of the University, including budgeting, financial planning, resource allocation, and fiscal accountability.
He brings to Council extensive professional experience in financial governance, regulatory oversight, and institutional performance management. His expertise supports the effective discharge of Council’s fiduciary responsibilities and strengthens compliance with approved financial policies, procedures, and statutory obligations.
As Chairperson of the Finance Committee, Mr. Mwesige supports Council in safeguarding the University’s financial sustainability, promoting prudent management of resources, and ensuring that financial decisions advance the objectives, mission, and long term strategic interests of Uganda Pentecostal University.

Ms. JOY NIGHT KARUNGI
CHAIRPERSON | Disciplinary Committee
Mrs. Karungi Mpairwe Night Joy serves as a Council Member of Uganda Pentecostal University (UPU) and is the Chairperson of the University Disciplinary Committee. In this role, she provides leadership and oversight in matters of discipline, ethics, and institutional governance, ensuring that university operations and student conduct align with UPU’s Christian values and academic standards.
She is a highly experienced educationist with a long career in secondary and higher education, having served as a Graduate Teacher in reputable institutions including Mbarara High School, Ruyonza School, and Bweranyangi Girls Secondary School. Her professional background is complemented by extensive experience in university and school governance.
Mrs. Karungi has previously served as a Council Member of Bishop Stuart University, a Board Member of Uganda Bible Institute, and a Board of Governors member for Kashaka Girls Secondary School and Kibubura Girls Secondary School. Her leadership experience strengthens UPU’s commitment to effective governance, accountability, and institutional integrity.

PROF. ONESMUS MUGYENYI
CHAIRMAN | Appointments Committee
Prof. Onesmus Mugyenyi is a distinguished leader at Uganda Pentecostal University, serving as Chairman of the Appointments Committee and a valued member of the University Council. In his capacity, he provides strategic oversight and guidance on appointments, institutional governance, and policy matters, ensuring alignment with the University’s mission, vision, and values.
A legal expert, governance specialist, and public policy analyst, Prof. Mugyenyi also serves as Deputy Executive Director and Policy Analyst at the Advocates Coalition for Development and Environment, leading initiatives in environmental governance and policy research. He has extensive experience in academia, having lectured in Commercial and International Business Law at Makerere University Business School, and is an Advocate of the High Court of Uganda.
Prof. Mugyenyi holds a Master of Laws (LLM) from Makerere University and a Postgraduate Diploma in Legal Practice from the Law Development Centre. His deep expertise in law, policy, and governance enhances the University’s commitment to integrity, accountability, and sound institutional leadership.

BARBARA NTAMBIRWEKI
COUNCIL MEMBER
Barbara Ntambirweki is a distinguished Ugandan lawyer, academic, and researcher who brings deep legal expertise, scholarship, and community engagement to the Uganda Pentecostal University Council. She holds a Bachelor of Laws (LLB) from Makerere University, a Diploma in Legal Practice from the Law Development Centre, and a Master of Laws (LLM) from the University of Cape Town, South Africa.
Barbara is a lecturer in the Faculty of Law at Uganda Pentecostal University, where she teaches courses including intellectual property, international law, and contract law. Her teaching nurtures future leaders in law and equips students with practical and analytical skills for professional success.
Beyond academia, Barbara is an accomplished researcher and advocate, having worked with the Advocates Coalition for Development and Environment (ACODE) and currently contributing to policy analysis and advocacy on technology justice, sustainable development, and governance of emerging technologies in Africa. She also coordinates regional initiatives focused on equitable digital transformation and food systems policy.
Her commitment to legal education, research excellence, and civic leadership enriches the strategic vision and governance of Uganda Pentecostal University.

ENG. APOLLO BUREGYEYA
COUNCIL MEMBER
Eng. Dr. Apollo Buregyeya is a distinguished civil engineer, academic, researcher, and entrepreneur with deep expertise in sustainable construction materials and infrastructure development. He holds a PhD in Civil Engineering Materials from the University of the Witwatersrand, Johannesburg, South Africa, and has more than 15 years of experience in engineering practice, research, and teaching.
Dr. Buregyeya serves as a Lecturer in the Department of Civil and Environmental Engineering at Makerere University in Kampala, where he teaches courses in civil engineering materials, construction technology, and infrastructure maintenance, and supervises student research in cutting-edge sustainable technologies. His research focuses on developing low carbon and energy efficient construction materials, advancing sustainable engineering practices across Uganda and the region. As the Founder and CEO of Eco Concrete Ltd, Dr. Buregyeya leads innovative solutions in construction and materials production that prioritize environmental sustainability and affordability, helping transform the built environment in Uganda.
His multidisciplinary leadership as an educator, researcher, and industry innovator enriches the governance and strategic vision of Uganda Pentecostal University, especially in areas linking engineering education to real world development challenges.

PASTOR DR. K.L. DICKSON
COUNCIL MEMBER
Pastor Dr. K. L. Dickson is a distinguished Christian leader, theologian, and educator with a PhD in Theology. He is the Founder and President of K. L. Dickson Ministries International (KLDMI) and World Evangelical Ministries (WEM), overseeing more than 1,600 churches across Uganda and the Democratic Republic of Congo.
As Senior Pastor of Christian Fellowship Cathedral, Fort Portal, and Founder of King of Kings College, Dr. Dickson is committed to spiritual growth, academic excellence, and community transformation.
His leadership, vision, and servant hearted approach contribute significantly to the governance and strategic direction of Uganda Pentecostal University.

MOSES INGURA FRANCIS
COUNCIL MEMBER
Counsel Moses Ingura Francis is a Council Member of Uganda Pentecostal University (UPU), contributing to the University’s governance through results-oriented leadership, sound judgment, and effective problem-solving skills.
He is a good listener and communicator with strong writing skills, and demonstrates a commitment to collaboration, learning, and embracing new challenges. He has a passion for serving and working with vulnerable members of society, reflecting UPU’s Christian values and commitment to community transformation.
Counsel Moses Ingura Francis is proficient in English, Ateso, Luganda, and Kiswahili, enabling effective engagement across diverse communities. Through his service on the UPU Council, he supports institutional integrity, accountability, and the continued growth of the University.
